**Update** School Teachers’ Pay and Conditions Document is 2023 published!!
The 2023 School Teachers’ Pay and Conditions Document (STPCD) has now been published. It comes in to force on 3 November 2023 when it will replace the 2022 version of the Document.
This is statutory guidance for local authority maintained schools in England although many Academies and Multi Academy Trusts also comply with it. The pay award is in line with the recommendations in the STRB’s 33rd Report. School Teachers’ Review Body report.
From 1 September 2023 a 6.5% increase will be applied to all pay and allowance ranges and advisory points, with higher increases to some parts of the Main Pay Range (MPR) to achieve a minimum starting salary of £30,000.
The new version of the School Teachers’ Pay and Conditions Document (STPCD) is valid from 1 September 2023. All pay uplifts will apply retrospectively from this same date.
Most pay and allowance ranges and advisory points are increasing by 6.5%. The minimum salary on the main pay range is getting a higher increase, to achieve a minimum starting salary of £30,000.

Increases in TLR payments and SEN Allowances;
The annual value of a teaching and learning responsibility (TLR) payment must now be:
- TLR1: between £9,272 and £15,690
- TLR2: between £3,214 and £7,847
- Individual TLR3 payments: between £639 and £3,169

Annual SEN allowances paid to a classroom teacher must be between £2,539 and £5,009 (refer to pages 27 and 28).
The STPCD 2023 doesn’t set out any further changes to the working conditions of teachers, or your school’s requirements.
The total days (or hours) of the working year have returned to normal, after the addition of 2 extra bank holidays in 2022/3.
This means full-time teachers must be available to work for:
- 195 days in the school year, 190 of which must be teaching days
- A maximum of 1,265 hours of directed time
